The ICT permit Norway route covers managers, specialists and trainee employees temporarily transferred under an intra-corporate transfer from a non-EEA group company to a Norwegian branch, subsidiary or affiliated entity. We handle the full filing with UDI and the receiving-entity registration in Norway, and we coordinate tax, family and settle-in so the transfer lands cleanly.
Norway operates an intra-corporate transfer and posted-worker route under Utlendingsloven (LOV-2008-05-15-35) and Utlendingsforskriften (FOR-2009-10-15-1286), Chapter 6 §6-13 (employee on assignment). It runs in parallel with the EU ICT Directive (2014/66/EU), which does not apply directly to Norway as an EEA state, but Norwegian practice mirrors its core categories.
The route recognises three transferee categories (manager, specialist or trainee employee), requires existing employment with the sending entity, a shared corporate group, Norwegian salary and conditions, a written assignment letter, and observes a maximum duration of up to 3 years for managers and specialists and up to 1 year for trainee employees.
UDI confirms the corporate relationship, the prior employment and the Norwegian terms before a transfer is approved.
Manager, specialist or trainee employee.
Employed by the sending entity for at least 3 months before transfer (specialist) or at least 6 months (manager).
Sending and receiving entities must belong to the same group as parent, subsidiary or branch.
Pay and working conditions must meet Norwegian collective-agreement or sector standards.
A written assignment contract describing role, duration, salary and the host entity.
Up to 3 years for managers and specialists, up to 1 year for trainee employees.
Each category carries different prior-employment, evidence and duration rules. We confirm the right one before anything is filed.
Senior personnel directing the receiving entity or a department or division, reporting primarily to the board or senior executives. Includes country managers, division heads and regional directors.
Employees with specialised knowledge essential to the receiving entity, its techniques or its management. Typically advanced technical, scientific or methodological expertise specific to the group’s products or services.
Graduate-level transferees undergoing career-development training within the corporate group. Must hold a university degree and be employed by the sending entity for the training period.
